Compliance

As an integral part of the Office of Research Administration at Cedars-Sinai, the Compliance team ensures that all applicable research administration policies and procedures are followed. The team is also responsible for managing time and effort reporting, export controls and online grant and research orientation training.

Projects sponsored or regulated by governmental entities, including the Centers for Medicare and Medicaid Services, Department of Health and Human Services, and National Institutes of Health, are subject to stringent rules for time and effort reporting.

To comply with these regulations, Cedars-Sinai faculty and non-faculty staff and principal investigators—including employee physicians supported by research, grant and federal (Medicare) funds—are required to report their time and effort accurately. The Compliance team oversees the web-based Time & Effort application, which also calculates the breakdown of time percentage by cost center, activity IDs and paid time off.

The application will be accessible for data entry from Wednesday at noon (of the new pay period) through Monday at 3 p.m. (after the pay period ends).

The Compliance team also ensures that Cedars-Sinai follows all laws and regulations, including those governing export controls, set forth by the federal Departments of Commerce, State and Treasury. In certain circumstances, these agencies may require a license before sharing items or information with another country or a foreign national, or when traveling overseas.

It is a form that must be completed by the supervisor of a new or existing foreign person and approved by the department chair or director. The completed form is sent to the compliance manager to determine whether a license is required from the U.S. Department of Commerce or the U.S. Department of State.

All researchers who travel abroad are required to complete an Annual Foreign Travel Certification form every 12 months, identifying information for all laptops, PDAs, cellphones or digital storage devices owned or controlled by Cedars-Sinai.

Researchers traveling with Cedars-Sinai equipment other than laptops, PDAs, cellphones and digital storage devices are required to complete the One-Time Foreign Travel Certification form prior to each shipment—or hand-carry the equipment to the destination.

Cedars-Sinai requires this form only for Cedars-Sinai laptops, PDAs, cellphones and digital storage devices used in conducting Cedars-Sinai business, because the license exception applies only to equipment owned or controlled by the exporter, defined as the person in the U.S. who has the authority of a principal party in interest to determine and control the sending of items out of the U.S. This means that Cedars-Sinai is the exporter of the devices under its ownership or control. Furthermore, Cedars-Sinai has a direct responsibility to monitor the disposition and use of such equipment.
